A person has been charged with capturing one other 18-yr-previous early Sunday within the West Elsdon neighborhood on the Southwest Aspect.

At 3:08 a.m., the victim was sitting in a parked car in the 3700 block of West 56th Road when 18-yr-previous Guillermo Ibarra shot him, in response to Chicago police.
